UH, WE JUST NEED TO GET APPROVAL FROM THE COMMISSION, THE FINAL FOUR THROUGH THE CIVIL SERVICE EXAM AND PHYSICAL FITNESS EXAM WITH FIVE PHASES STILL PENDING, WHICH COULD TAKE MANY MONTHS.
HOWEVER, AGAIN, AS OF PREVIOUS PROCEDURES, WE GO AHEAD AND PRE-APPROVE, AND IF THEY DO NOT PASS ONE, THEY DROP OFF THE LIST.
IF THERE'S ANY MAJOR CHANGES, UH, CHIEF WILL HIT US UP ON THE NEXT COMMISSION MEETING.

UH, MR. EVANS WAS ASKING ME BEFORE ABOUT THIS HIRING MATRIX AND, AND, AND I JUST WANNA CLARIFY A COUPLE OF THINGS, SO, SO THAT Y'ALL UNDERSTAND AND, UH, ARE FAMILIAR WITH THE WAY WE DO THIS.
SO, WE CAME TO Y'ALL AND I THINK IT WAS, I THINK IT WAS LAST YEAR, THAT I CAME TO Y'ALL AND ASKED Y'ALL FOR THE ABILITY TO GO AHEAD AND HAVE YOU APPROVE OUR CANDIDATES, UM, BEFORE THEY WERE COMPLETED WITH THE PROCESS.
THAT WAY WE COULD PROCESS THEM THROUGH AND WE WOULDN'T, WE WOULDN'T, WE DIDN'T HAVE TO COME BACK TO Y'ALL BECAUSE THEY'LL, THEY'LL GET, THEY'LL FINISH THEIR PROCESS ONE AT A TIME A LOT OF TIMES.
SO SOMETIMES WE GET ONE AND IT MIGHT BE TWO WEEKS AND WE'LL GET ANOTHER ONE.
AND I DON'T WANNA HAVE TO KEEP CALLING Y'ALL TO HA TO HAVE MEETINGS EVERY T COUPLE OF WEEKS.
SO THE WAY THAT WE DO THE PROCESS IS WE GIVE THEM THE CIVIL SERVICE EXAMINATION IN A PHYSICAL FITNESS TEST.
IF THEY PASS THOSE TWO, THAT'S WHEN WE PRESENT THEM TO Y'ALL.
UM, THAT WAY IT CLEARS US TO GO AHEAD.
IF THEY, IF THEY COMPLETE THE PROCESS WITHOUT ANY DISQUALIFICATIONS, UM, THEN THEY, THEY WILL, THEY WILL BE ADDED TO A LIST OF HIRE.
IF THEY ARE, IF THEY FELL OUT AT ANY POINT, THEN WE DROP THEM FROM THE PROCESS AND Y'ALL WOULD NEVER SEE THEIR NAMES AGAIN.
UM, SO THE, THE WAY THE, THE ONES THAT YOU APPROVED TONIGHT, THREE HAVE COMPLETED THE PROCESS, THE ONLY THING THAT THEY, UM, THAT THEY WERE HOLDING OFF ON WAS YOUR APPROVAL.
UM, AND WE, WE JUST HELD OFF A LITTLE BIT 'CAUSE WE KNEW WE WERE HAVING THIS MEETING IN MAY, AND WE WEREN'T IN A HURRY TO START 'EM.

SO, AND THAT IS A 21 WEEK ACADEMY.
WE HAVE A, AN ACADEMY THAT GRADUATES AT THE END OF THIS MONTH, AND WE HAVE TWO THAT ARE REMAINING IN THAT ACADEMY.
WE STARTED, FOUR, WE'RE DOWN TO TWO.
WE LOST ONE ON FIREARMS QUALIFICATIONS.
THEY DIDN'T MEET THEIR QUALIFICATIONS, SO WE HAD TO LET THEM GO.
AND THEN, UH, WE ACTUALLY LOST ANOTHER ONE THIS MORNING, UM, JUST FOR SOME OTHER REASONS, BUT, UM, WE HAD TO LET THEM GO AS WELL.
SO, UM, WE'LL HAVE TWO THAT'LL GRADUATE AT THE END OF THIS MONTH, AND THEN WE WILL HAVE, AS IT STANDS RIGHT NOW, WE'LL HAVE EIGHT WITH THE THREE THAT Y'ALL APPROVED TONIGHT, THAT WILL GIVE US EIGHT THAT WILL START IN THE JULY CLASS.

SO THERE'S THE POTENTIAL FOR SURE THAT WE WILL, UM, GO DOWN TO AARON LONGO AND JOHN EMERSON FOR SURE.
WE WILL PROCESS THEM THROUGH AND WE WILL ATTEMPT TO GET THEM IN THAT JULY ACADEMY CLASS, UH, ASSUMING THAT THEY PASS, UH, MEET ALL THE REQUIREMENTS, AND THEN WE'LL GET DOWN TO GRANT THOMPSON.
IF WE HAVE THAT THIRD OPENING, WE'LL GO DOWN TO GRANT THOMPSON AND WE'LL TRY TO, TO GET THEM IN.
SO THERE'S POTENTIAL THAT WE WOULD HAVE 11 IN THE NEXT CLASS.
SO ONCE Y'ALL HAVE APPROVED THEM FROM THE DATE OF APPROVAL, THEY REMAIN ELIGIBLE TO BE HIRED FOR ONE YEAR.
AND AFTER THAT YEAR'S OVER, THEY HAVE TO START THE PROCESS OVER AGAIN.
SO, UM, WE DON'T, WE DON'T NECESSARILY HIRE IN A RANKING ORDER.
WE HIRE IN THE ORDER THAT THEY COMPLETE THEIR PROCESS.
SO FOR INSTANCE, IF ME AND CAPTAIN HICKS APPLY THE SAME DAY, OR, AND HE GETS, HE COMPLETES HIS PROCESS BEFORE ME, THEN HE WOULD BE THE FIRST TO BE HIRED, NOT ME.
AND I WOULD, I WOULD FALL IN LINE BEHIND HIM.
SO THAT PUTS A LITTLE BIT OF THAT ONUS BACK ON THEM TO COMPLETE THEIR BACKGROUND.
THAT'S THE LONGEST THING THAT IT TAKES US TO GET DONE IS THEIR BACKGROUND CHECK.

IF THAT INVESTIGATION, UH, CONCLUDES WITH THE POSITIVE FINDING THAT THERE WAS A VIOLATION OF, OF OUR DEPARTMENT POLICIES AND PROCEDURES, THEN THAT PERSON IS SENT TO A DISCIPLINARY REVIEW BOARD.
THERE ARE FIVE, UH, SUPERVISORS THAT SIT ON THAT DISCIPLINARY REVIEW BOARD, AND, AND THEY REVIEW THAT, AND THEN THEY GIVE ME A RECOMMENDATION FOR DISCIPLINE.
AND THEN I'M THE ONE THAT MAKES THE, UH, THE DETERMINATION ON DISCIPLINE.
AND I DON'T KNOW HOW MANY OFFICERS THAT WE'VE TERMINATED THIS YEAR.
I MEAN, IT'S JUST LIKE, YOU KNOW, IT'S JUST LIKE ANYTHING ELSE.
WHEN YOU HAVE SEVERAL EMPLOYEES, YOU'RE GONNA HAVE, YOU'RE GONNA HAVE SOME ISSUES THAT COME UP FROM TIME TO TIME.
AND, UM, MOST OF IT IS HANDLED WITH, UM, I GUESS TO USE A MILITARY TERM NON-JUDICIAL PUNISHMENT.
THEY'RE JUST, UM, THEY'RE EITHER, UH, ISSUED SOME KIND OF, UH, LETTER REPRIMAND, SOMETHING TO THAT NATURE, OR THEY UP TO AND INCLUDING, UM, A SUSPENSION.
AND ANYBODY, AND JUST SO Y'ALL KNOW, I GIVE EVERY OFFICER THE ABILITY TO APPEAL A SUSPENSION.
YOU KNOW, THE STATE LAW SAYS THAT, THAT THEY HAVE, IF THEY GET THREE DAYS OR MORE THAN, THAN THEY HAVE THE RIGHT TO APPEAL.
BUT I GIVE EVERY OFFICER THE OPTION TO APPEAL, EVEN IF I GIVE 'EM ONE DAY SUSPENSION, JUST BECAUSE I FEEL LIKE, UM, DUE PROCESS, THEY, THEY SHOULD HAVE A, YOU KNOW, THEY, THEY SHOULD HAVE A WAY TO TO, TO CONTEST THAT IF THEY FEEL.
BUT THAT, THAT HAS NOT HAPPENED IN THE LAST COUPLE OF YEARS.

UH, THEY'VE ALREADY BROKEN GROUND, MATTER OF FACT.
UM, THE BUILDING THAT WE WILL BE MOVING INTO, AND I SAY THE BUILDING WE WILL BE MOVING TO INTO OUR TRAINING DIVISION, UM, UH, SERGEANT MCNEIL AND HIS STAFF, AND HE IS THE ONE THAT, UM, HE OVERSEES PROFESSIONAL STANDARDS, SO HE'S THE ONE THAT DOES THE HIRING PROCESS AND ALL THAT STUFF.
SO, UM, THEY WILL BE MOVING OUT THERE.
WE'LL HAVE THE ABILITY ONCE THEY'RE OUT THERE TO KIND OF HAVE EVERYTHING UNDER ONE ROOF.
