I'M WRITING TO EXPRESS MY STRONG OPPOSITION TO THE PROPOSED REZONING FOR THE CONDO DEVELOPMENT DIRECTLY BEHIND MY PROPERTY, AS WELL AS TO BRING ATTENTION ONCE AGAIN TO THE LONG STANDING FLOODING AND ROAD PROBLEMS ON REGAN ROAD. FOR DECADES, SEVERE FLOODING ON REGAN ROAD HAS REPEATEDLY CAUSED DAMAGE TO MY HOME AND PROPERTY. WITH HEAVY RAINS, WATER HAS RISEN UP TO AND UNDERNEATH MY HOUSE AND INTO MY GARAGE, COSTING ME THOUSANDS OF DOLLARS IN REPAIRS TO MY HOME, VEHICLES, TIRES AND CAR PARTS. THE ROAD BECOMES EXTREMELY ROUGH, WASHED OUT AND UNSAFE AFTER STORMS. WHEN MARK HARMON WAS IN OFFICE, THE CITY REGULARLY REPAIRED REGAN ROAD AND REPLACED GRAVEL AFTER IT WASHED AWAY. AFTER HIS TERM, THAT MAINTENANCE STOPPED. AT ONE POINT. I PERSONALLY PAID TO HAVE THE ROAD BLACKTOPPED USING MY OWN FUNDS, BUT ONE HEAVY RAIN WASHED IT COMPLETELY AWAY. IT WAS A SIGNIFICANT LOSS THAT I HAD TO ABSORB. NEITHER SHERWOOD NOR NORTH LITTLE ROCK WILL ACCEPT RESPONSIBILITY FOR REGAN ROAD, WHICH HAS LEFT RESIDENTS WITH NO RELIABLE MAINTENANCE OR SUPPORT. ANOTHER SERIOUS CONCERN IS A MANHOLE LOCATED ON REGAN ROAD, JUST OUTSIDE MY PROPERTY LINE. DURING HEAVY RAINS, THE FORCE OF THE FLOOD WATER LIFTS MANHOLE COVER, CAUSING RAW SEWAGE TO SPILL DOWN REGAN ROAD AND INTO THE CREEK, WHICH DISPERSES OUT INTO THE NEIGHBORHOOD AND BEYOND. THIS IS A MAJOR PUBLIC HEALTH AND ENVIRONMENTAL HAZARD. MAYOR MARY JO HAS PERSONALLY WITNESSED THE SITUATION WHEN SHE VISITED ME BEFORE THE ELECTION. THE CITY IS FULLY AWARE OF THE FLOODING ISSUES, AS CONES AND SAWHORSES HAVE BEEN PLACED REPEATEDLY ON EASTLEIGH AVE AND ON WIND CHIME TO BLOCK TRAFFIC WHEN THE CREEK RISES. MY LATE FRIEND LYNN MCINTOSH, WHO LIVED OFF BRONCO LANE, SUFFERED FLOODING MANY TIMES. THE LATE GWEN COUCH, WHO LIVED AT 502 EAST LEE, PHOTOGRAPHED THE RUSHING FLOOD WATERS FROM HER BALCONY. THE PROPOSED CONDO DEVELOPMENT RAISES EVEN MORE CONCERNS. THE PLAN SHOW A DETENTION POND POSITIONED CLOSE TO MY BACKYARD, WHICH COULD CREATE STAGNANT WATER AND MOSQUITO BREEDING CONDITIONS. ADDITIONALLY, THE PLACEMENT OF TWO DUMPSTERS NEAR MY PROPERTY LINE WOULD BRING ODORS, ANIMALS, SANITATION CONCERNS AND NOISE FAR TOO CLOSE TO MY HOME. THE CREATION OF NEW IMPERVIOUS SURFACES WOULD FURTHER INCREASE RUNOFF AND WORSEN EXISTING FLOODING PROBLEMS. FOR ALL THOSE REASONS, I STRONGLY OPPOSE THE REZONING REQUEST. I'M ALSO ASKING THE CITY ONCE AGAIN TO ADDRESS THE URGENT CONDITION OF REGAN ROAD. IT IS UNSANITARY, UNSAFE AND DAMAGING TO ANY VEHICLE THAT USES IT. THE SEWER DRAIN AT THE END OF OVERTON COVE IS EVEN CORRODING FROM HOW HIGH THIS WATER GETS FROM RUSHING DOWN FROM 107 AND EAST LEE, WHERE ALL THE BUSINESSES AND FLAT SURFACES ARE TO APPROVE THIS PROPERTY JUST TO CREATE MORE FLAT SURFACES ABOVE US, WILL BE SIGNING US UP FOR MORE FLOODING. THIS SHOULD ETHICALLY AND MORALLY BE DENIED. THE CREEK IS NOT MAINTAINED BY THE CITY AND IS RIDDLED WITH TRASH AND DEBRIS. THE FORCE OF THIS STORMWATER HAS EVEN KNOCKED MORE TREES DOWN. WHEN WE HAVE HEAVY RAIN. WE HAVE PROBLEMS WITH FLOODING ON THIS STREET AND A LOT OF OUR BACKYARDS ARE UNDER WATER FROM THE CREEK. FLOODING. THE CITY POLICE HAVE PUT BARRICADES OUT ON BOTH SIDES OF THE BRIDGE TO STOP TRAFFIC FROM CROSSING THE BRIDGE WHEN IT FLOODS. MANY OF OUR HOMES ARE ON SEPTIC, AND WE WERE PROMISED TO BE ADDED TO SEWER WHEN APPLE VALLEY WAS BUILT. BY THE TIME THEY FINISHED BUILDING, THEY TOLD US THAT THEY DID NOT HAVE ROOM FOR US, SO WE ARE STILL LEFT ON SEPTIC. WHY WOULD THE CITY ALLOW A PLANNED UNIT DEVELOPMENT PROPOSAL? PLANS TO SHOW THAT THEY CAN TIE INTO THAT SEWER THAT IS ALREADY AT ITS MAX. THE PICTURES ATTACHED SHOW A MAP FROM MY RESIDENCE, THE CREEK PATH TO PICKTHORN PARK THAT CUTS THROUGH WIND CHIME AND THE WALKING PATH PLACED BY THE CREEK. THE WALKING TRAIL HAS BEEN DETERIORATING FROM THESE MASSIVE CREEK FLOODS. THE ATTACHED PICTURES SHOW THE DAMAGE THIS CREEK HAS CAUSED TO THE WALKING TRAIL AND TO THE TREES. THAT IS NOT A PUBLIC BENEFIT, ESPECIALLY WHEN THE CURRENT FLOODING IS ALREADY A SAFETY HAZARD FOR NEIGHBORS.
